Shahin Abdulla oghlu Mustafayev was born in 1965 in the village of Jujevan, Barana (Noyemberyan) district of the former Armenian SSR.
He graduated from the Baku branch of the M. Voznesenski Institute of Finance and Economics in 1989.
In 1990-1991, he served as Chief Accountant at the Baku Main Construction Directorate.
From 1991 to 1992, he held the position of Chief Accountant at the “Spektr” small enterprise.
Between 1992 and 1999, he was employed at the State Tax Inspectorate of the Nasimi District, successively serving as State Tax Inspector, Senior State Tax Inspector, Chief State Tax Inspector, and Head of Department.
From 1999 to 2000, he served as Head of the Department for Economic Analysis, Accounting, Reporting, and Forecasting of Tax Revenues at the State Tax Inspectorate.
Between 2000 and 2003, he served as Deputy Head and subsequently Head of the Department for Economic Analysis and Accounting at the Ministry of Taxes of the Republic of Azerbaijan.
From 2003 to 2005, he worked at the State Oil Company of the Republic of Azerbaijan (SOCAR), initially as Chief Accountant of the Central Accounting Office and later as Head of the Department of Economics and Accounting.
In 2005-2006, he served as Vice-President for Economic Affairs at SOCAR.
From 2006 to 2008, he held the position of First Deputy Minister of Taxes of the Republic of Azerbaijan.
He served as Minister of Economic Development of the Republic of Azerbaijan from 2008 to 2013 and as Minister of Economy and Industry from 2013 to 2016.
Pursuant to the Presidential Decree dated 15 January 2016, he was appointed Minister of Economy of the Republic of Azerbaijan.
By the Presidential Decree dated 23 October 2019, he was appointed Deputy Prime Minister of the Republic of Azerbaijan.
In recognition of his significant contributions to the economic development of the country, he was awarded the “Shohrat” Order in 2020.
By the Presidential Decree dated 12 June 2025, he was conferred the 1st Class “For Service to the Fatherland” Order for his long-term, effective service to the socio-economic development of the Republic of Azerbaijan.
He currently serves as President of the Azerbaijan Table Tennis Federation and is a member of the New Azerbaijan Party.
He is married and is the father of three children.
