Mukhtar Bahadur oghlu Babayev was born on 16 October 1967 in Baku.
He completed his secondary education in Baku in 1984 and performed mandatory military service from 1986 to 1988.
In 1991, he graduated from the Faculty of Philosophy of Moscow State University with a specialization in Political Science.
In 1994, he completed a degree in Foreign Economic Relations at the Azerbaijan State University of Economics (UNEC).
In 2000, he obtained a degree in World Economy from the All-Russia Academy of Foreign Trade.
From 1991 to 1992, he was employed at the State Committee for Economy and Planning of the Republic of Azerbaijan.
Between 2018 and 2025, he served as the Minister of Ecology and Natural Resources of the Republic of Azerbaijan.
He has been a Member of the Milli Majlis (Parliament) of the Republic of Azerbaijan for the 4th and 5th convocations, as well as President of the Azerbaijan Mountaineering Federation and President of COP29.
