Born on December 22, 1957, in the city of Sheki, Republic of Azerbaijan.
From 1964 to 1972, studied at Secondary School No. 32 in Baku, and from 1972 to 1974 at the Republic Specialized Physics and Mathematics School No. 1.
In 1981, graduated from the Faculty of Mechanics and Mathematics of Azerbaijan State University (now Baku State University).
From 1982 to 1984, completed an internship at the V. M. Glushkov Institute of Cybernetics of the Academy of Sciences of the Ukrainian SSR, and from 1985 to 1988 studied there as a postgraduate (aspirant).
In 1996, defended a PhD dissertation entitled “Knowledge-Based Training and Testing Systems” and was awarded the academic degree in Technical Sciences.
From 2017 to 2023, studied in the part-time doctoral program in Economic Sciences in the specialty 0532.01 “Econometrics; Economic Statistics” at the Institute of Economic Research under the Azerbaijan State University of Economics.
The dissertation topic is “Modeling the Impact of Science and Education on the Country’s Socio-Economic and Cultural Development”. The dissertation has been completed and is currently at the stage of preparation for preliminary discussion.
From 1978 to 1979, he worked as an EDP (Electronic Data Processing) operator at the Azneft Computing Center.
Between 1979 and 1982, he was employed at the Institute of Cybernetics of the Azerbaijan Academy of Sciences, serving as a senior laboratory assistant and software engineer.
From 1982 to 1988, he completed professional training and pursued targeted postgraduate studies at the Institute of Cybernetics in Ukraine.
Between 1988 and 1995, he worked at the Institute of Cybernetics of the Azerbaijan Academy of Sciences as a junior researcher, researcher, and senior researcher.
From 1995 until the autumn of 2024, he held the positions of senior laboratory assistant, lecturer, senior lecturer, and associate professor at the Department of Economic Cybernetics and Economic-Mathematical Methods of the Azerbaijan State University of Economics.
Since 2013, he has been working as a Senior Researcher at the Institute for Economic Research under UNEC.
