In accordance with paragraph 4.6 of the Charter of the Azerbaijan State University of Economics, the Scientific Council is the supreme governing body of UNEC.
By the Decision of the Board of the Ministry of Science and Education of the Republic of Azerbaijan No. KQ-02 dated March 07, 2025, the new "Regulations on the Scientific Council of State-Established Higher Education Institutions" were approved.
The term of office of the Council is 5 years.
The composition of the Council includes, by virtue of their positions, the Rector of the institution (Chairman), the Vice-Rector for Academic Affairs (Deputy Chairman), other Vice-Rectors, Deans, the Scientific Secretary (Secretary of the Council), the chairpersons of the Trade Union Committees (for employees, students, and doctoral candidates), the Student Scientific Society, and the Student Youth Organization, as well as the directors of the institution's branches, research institutes, and affiliated colleges, and the heads of the alumni association.
The number of elected members of the Council is determined to be 10 percent higher than the number of members included by virtue of their positions. Twenty percent of the elected members must be students and doctoral candidates. A meeting of the Council is considered quorate when two-thirds of its members are present.
Early dissolution and reorganization of the Council's composition can be carried out upon the petition of at least two-thirds of its members or by the decision of the state body (entity) to which the institution is subordinate.
